I still need to double-check if your point distribution is correct , but overall it looks good and possible. However I wonder why you leave out so many points, especially for Jutsu and for Skills, mainly Mental Skills. Just curious as to your motivation there.

Also sadly I cannot allow your character to be 11 without taking the 'small child' flaw with it. 12, 13 or 14 are the allowed ages to start off with without having that flaw, anything younger comes with those downsides sadly.
So I would like for you to either change his age or apply the flaw to him. Thank you.

Only one thing left. You see a specialty cannot be taken in general but should be more specified. For example a Brawl specialty could be punching techniques another one could be kicking techniques....yet another airborne techniques...athletics specialty examples are : Swimming, climbing, running, jumping, barrel roll, lifting, holding breath, crawling....etc....you can have as many specialties in a skill as you'd like and if the action you perform combines multiple specialties then the effect stacks. So for example Kenjutsu specialities....Katana, Kusanagi and '(Insert custom sword name here)' ....then when using '(Insert custom sword name here)' which is a Katana and a Kusanagi type one.....you get a +3 on that action for using that weapon within this skill. Hope that helps. So I'll leave you to rethink those then I guess.

General Personality Outline:
Hayate is a short tempered and very aggressive young man; while smart he would rather get things done with his fists. He finds that he feels most at home on the battlefield, where his skills can truly be put to use. He finds it hard to back down but he does know his own limits, rather than dying fighting an enemy one on one, he’d probably slink away and stab them in the back if given the chance.

Character Background:
Born in Konoha, Hayate was always a troubled child. Son of a blacksmith of some renown, it was always thought that he would follow in his father’s footsteps and take over the shop when he got too old. This would turn out to not be the case, he spent most of his time causing trouble with some other children and eventually, he was finally allowed a way to vent his boredom in the form of the shinobi academy.

This was a mixed blessing, he was out of his father’s hair but he was quickly found to have no ability to mould chakra beyond the most basic of tasks. Instead of quitting though, as many would have, he focused on his body instead, training every day to hone his skills so he could keep up with his classmates and one day… maybe even surpass them.
